One of the many strengths of the Fallout games is the attention to details. This great art piece has details aplenty. It shows the 'Sole Survivor' player character, who carefully treads a world destroyed by nuclear war after spending over 200 years in cryogenic stasis. The overarching theme here is anticipation. The posture of the woman and her dog clearly inform us about their hesitance to move; 'Dogmeat' is obviously startled by something hidden in the rubble.
However, the real star of the image may just be the rubble itself. Look at the tire on the left: the rubber shows signs of degradation you'd expect from long exposure to radiation and weather conditions. The same goes for the buildings. They suffer from neglect, more than structural damage, and the dry desert winds have had their way with materials like paint or concrete. Details like these enhance the tension expressed through the Sole Survivor: the essential emptiness and creepy feel of the environment understandably put her nerves on edge.
